Crest Energy International LLC To Take WesternZagros Resources Ltd. Private For All Cash Consideration

Marketwired
May 12, 2017

______

Oil expected to flow from Kurdistan Region's Atrush this summer
By Rudaw 13/5/2017

ERBIL, Kurdistan Region - Oil is closer to flowing out of the Atrush block, a major oilfield in the Kurdistan Region into a pipeline to the world market through Turkey's Cehyan port, as the United Arab Emirates' Abu Dhabi National Energy Company (Taqa) said its oil project will start this year.

An official from the Kurdistan Regional Government's Ministry of Natural Resources (MNR) explained to Rudaw "the feeder pipeline from the [Atrush] field is nearing completion."

The Atrush block is in the Duhok governorate of the Kurdistan Region.

He expects "exports to start around late June to August," as the operators "have shown good leadership and MNR is pleased with the coordination with them."

Onsite management and local training has been a contributing factor to Atrush operations.

"Taqa has shown commitment to the MNR's localisation policy and has a plan to train local staff over a 3-5 year period so they will be equipped to manage the majority of the onsite operations," the MNR official added.

"The new production will help to offset the decline in production at the Taq Taq. It is important for the KRG to have such partners from the UAE in the oil and gas sector," the official detailed, referring to the the Taq Taq field located 85 kilometers southeast of Erbil.

Taqa's chairman Saeed Mubarak Al-Hajeri said this week in a Bloomberg television interview from Abu Dhabi that they are planning to increase production from Canada and the Kurdistan Region.

Taqa is "planning to spend $500 million into capex, and that's going to be across the assets," Hajeri reportedly said. "The goal is to sustain production at a level where we are or higher."

He added that they are keen to invest in the Kurdistan Region "when it comes to oil and gas," as it already has an established project to pump oil at the Atrush field.

Taqa paid $600 million four years ago for an initial stake of just more than 53 percent at Atrush, but contract disputes, technical obstacles, and security threats from ISIS delayed production, according to The National.

Taqa's website has stated the Atrush Block is estimated to have between 1.5 billion and 2.8 billion barrels of oil in place with recoverable oil columns of 670 million barrels. Initial production from Atrush is expected to be approximately 30,000 barrels of oil per day.

The deputy head of KRG's Ministry of Natural Resources ministry told Rudaw in January that including the Kirkuk oilfields, the Kurdistan Region exports "580 to 600,000 barrels per day."

TEHRAN, Iran (Kurdistan24) - Iran's door is open for a Kurdistan Region's oil pipeline to run through the Persian Gulf, an Iranian official said on Friday.

In a statement to a Kurdistan24 correspondent in Tehran, Iranian Oil Minister Bijan Zanganeh stated Tehran does not object a Kurdish oil pipeline running through Iran.

He added the Iranian government would welcome the move.

"We have often told our friends in the Kurdistan Region and the Federal Government of Iraq they should request and take the initiative from their side," Zanganeh said.

The Minister mentioned Iran was ready to help connect the Kurdistan oil pipeline to the Persian Gulf through Kermanshah (Kermanshan) Province.

Kurdistan Regional Government (KRG) officials have not made any comments about the matter.

In March 2017, some media reported the KRG and Tehran had reached an agreement to construct two oil pipelines through Iran to export Kurdish oil abroad.

In a statement at the beginning of April, the Iranian Oil Ministry rejected rumors of having reached any deal with the KRG.

The Oil Ministry said the agreement would depend on negotiations and the result of meetings with authorities in Iraq.

The Kurdistan Region exports about 600,000 barrels of oil per day through an oil pipeline in Turkey's Ceyhan port which is later transferred to international oil markets.

Over 90 percent of the Region's revenue hinges on oil, according to statistics released by the KRG.

Kurdistan oil exports not subject to OPEC reduction agreement
By Rudaw 18 hours ago

Iraq's oil minister Jabbar al-Luaibi, speaking at OPEC's meeting in Vienna. Photo: Rudaw video

VIENNA, Austria - Kurdistan Region oil exports are not subject to OPEC's renewed reduction targets, Iraq's oil minister stated, adding, however, that he hopes they will be included. He said he will visit the Region to discuss the matter with the Kurdistan government, with whom, he said, Baghdad has good relations.

"Our relations with the Kurdistan Region are very good. We have coordination with each other. There might be misunderstanding and lack of clarity with respect to some issues. Nevertheless, we continued relations, but we should be more accurate," Minister Jabbar al-Luaibi told Rudaw Thursday in Vienna while participating in the OPEC meeting.

On Wednesday, OPEC member states announced that they have agreed to cut oil outputs for another nine months as they attempt to bolster the oil market.

"The reduction doesn't include the Kurdistan Region," Luaibi said. "But we will be trying to include the Kurdistan Region in the reduction of its oil. I have plans to visit the Kurdistan Region and discuss this with them after my return to Iraq."

OPEC members and non-members first reduced production after reaching an agreement in November 2016 to cut productions by 1,200,000 barrels per day for six months. Iraq's share in this collective reduction in oil production was 210,000 barrels of oil daily.

Also attending the OPEC meeting, Iran's oil minister, Bijan Zanganeh, said his country is signing contracts with European and Asian oil companies, but not American companies who are limited by the US administration.

Pointing to the country's recent high election turnout and public desire for greater international ties, Zanganeh said, "it's the time, I think, for the US administration to change their position against the Iranian nation."

KRG skylder mye til mange, inkl DNO, så de får stille seg i køen.

Konsortiet her hevder å ha vunnet en slik sak allerede - i London - uten at det fikk noen store praktiske konsekvenser etter hva jeg kan se.

These culminated in a judgment by the London arbitrator in November that they were owed $1.98bn, backed up by another London court ruling that the KRG did not have sovereign immunity and must immediately pay $100 million.

ST. PETERSBURG, Russia - A top Kurdish delegation headed by the Prime Minister Nechirvan Barzani have met with management board of the Russian oil giant Rosneft including Chief Executive Officer Igor Schein in St. Petersburg Wednesday in the first leg of an official visit to the Russian Federation.

A statement from the Kurdistan Regional Government (KRG) said the meeting centred around cooperation between the KRG and Rosneft in the Kurdish energy sector and broader investment in oil industry of the Kurdistan Region.

The Kurdish delegation is invited to Russia to take part in the St. Petersburg International Economic Forum on Thursday which brings together the chief executives of major Russian and international companies, and senior officials from government and big organizations.

Prime Minister Barzani is also scheduled to meet with the Russian President Vladimir Putin at the three-day forum.

In February this year the KRG negotiated a deal with Rosneft to secure $3 billion in loans that would be repaid with future oil sales, according to the Kurdish Minister of Natural Resources, Ashti Hawrami.

The Russian firm announcd in early April that the cash-stripped Kurdish government was expected to receive around $1 billion in advance from Rosneft for the first oil cargo of 600,000 barrels.

The Russian state-run firm plans to buy the Kurdish crude until 2019, Rosneft has said without specifying how much oil it will take.

Kurdistan
PM Barzani to meet with Putin
By Rudaw 13 hours ago

ST. PETERSBURG, Russia - Kurdish Prime Minister Nechirvan Barzani will meet with Russian President Vladimir Putin at an international economic forum in St. Petersburg.

In their meeting, they will discuss economic and business relations as well as the fight against terror, Putin's assistant Yuri Ushakov announced.

A Kurdish delegation headed by the prime minister expects to sign major oil and gas deals while attending the St. Petersburg International Economic Forum. Expectation is that the biggest deal to come out of the event will be an agreement between the Kurdistan Region and Russia, though the details are not known, Rudaw's Hevidar Ahmed reported from the northern Russian city.

The KRG is attending the forum with information of its oil fields and blocks that are open for investment and will be seeking to increase business with Russian companies.

The Kurdistan Regional Government (KRG) has agreements with two Russian companies, Gazprom and Russneft, who are expected to become more active in Kurdistan's oil sector, reported Rudaw's Omer Murady who is also covering the forum.

Barzani, accompanied by Deputy Prime Minister Qubad Talabani and Minister of Natural Resources Ashti Hawrami, arrived in St. Petersburg on Wednesday.

The delegation is also expected to meet with Russian Foreign Minister Sergei Lavrov on the sidelines of the forum.

There are 130 states and 12 thousand people participating in the three-day international economic forum that begins on Thursday.

The St. Petersburg International Economic Forum, held since 1997, is an annual meeting of politicians, economists and business leaders. In 2016, 356 documents were signed worth billions of dollars.

Below the text of the Rosneft statement:

Rosneft and the Kurdistan Regional Government, as part of the XXI St. Petersburg International Economic Forum, signed a series of agreements on widening their cooperation in exploration and production of hydrocarbons, commerce and logistics. The documents were signed ahead of the meeting between the President of the Russian Federation Vladimir Putin and the Prime Minister of Iraqi Kurdistan Nechirvan Barzani by Igor Sechin, Rosneft Chief Executive Officer, and Dr. Ashti Hawrami, Minister of Natural Resources for the Kurdistan Regional Government.

The Parties signed an investment agreement under which they committed to develop cooperation in exploration and production, agreed on monetization of the export oil pipeline in Iraqi Kurdistan, as well as entered into a number of production sharing agreements.

The agreement outlines the main terms of the project which provides for the establishment of a joint venture for implementation of the long-term contract related to infrastructure systems in Iraqi Kurdistan. Rosneft will get access to the major regional transportation system with the throughput capacity of 700 thousand bbl per day, which is planned to be expanded up to 1 mln bbl per day by the end of 2017.

Also, the Parties committed to enter into effect of the PSAs signed as part of the Forum with respect to five blocks with substantial geological potential and outlines other perspective areas of cooperation in exploration and production, including the gas sphere.

The signed documents strengthen cooperation between Rosneft and Iraqi Kurdistan, which started in February 2017 from signing a contract on purchase and sale of crude in 2017-2019. The new agreements will allow to talk about full entry of the Company in one of the most promising regions of the developing global energy market with the expected recoverable reserves in the order of 45 billion bbl of oil and 5.66 trillion m3 of gas (according to the estimate of the Ministry of Natural Resources of Kurdistan Region). The agreements provide for further phased investments of Rosneft in Kurdistan Region

Upon the signing ceremony Rosneft CEO Igor Sechin said: "The Company is widening its cooperation with Iraqi Kurdistan across the whole production chain. The crude is being delivered to the German refineries of Rosneft, which is indicative of our successful business diversification strategy. The Agreements are signed under the conditions profitable for the Company and set an example of well-weighed investments in one of the key Middle East regions, which will make it possible for the Company to expand its exploration and production geography, provide feedstock for Rosneft's growing refining network and to raise profitability of our international assets".

President Putin, PM Barzani meet to improve Russian-Kurdish relations
By Rudaw 35 minutes ago

SAINT PETERSBURG, Russia- Kurdish Prime Minister Nechirvan Barzani has met with Russian President Vladimir Putin in Saint Petersburg on Friday following Barzani's meeting with Russian Foreign Minister Sergey Lavrov.

Barzani, who is in the Russian city as the head of a Kurdish delegation, told reporters on Friday after his meeting with Lavrov that his visit "is an opportunity to expand the relationship [with Russia] in all fields, including energy, economic and political sectors."

He said that relations between Russia and Kurdistan go back a long way and both sides are seeking to improve and expand these ties.

"We now have good relations and we hope it will be better," Barzani told reporters.

Barzani said that he has discussed the expansion of political, economic and trade ties with Russian officials and further meetings and discussions are due to take place in the coming days.

Spokesperson of the Kurdish government Safin Dzayee had told Rudaw on Thursday that the meeting between the two leaders would be an opportunity for the Kurdish PM to discuss with Putin issues related to the future of the Kurdish region in Iraq.

He added that Russia wants to gain back its influence in the Middle East.

"The Middle East has experienced a significant change, and will experience even more changes. Russia also has its own influence in this region, especially after a long absence. Russia is now returning to the region, and with a big force," Dzayee said.

He said that it is important for Kurdistan to discuss with Russia its "objectives and programs" regarding the "future of Kurdistan Region in Iraq."

"No doubt that Russia , like any other country, pays attention to this," Dzayee said of the future of Erbil, adding that it is important for Kurdistan that Russian side would hear the Kurdish vision "up close and directly" from us.

Russian oil giant Rosneft and the Kurditan Regional Government's Ministry of Natural Resources also on Friday signed an agreement in Saint Petersburg regarding increased hydrocarbon, commerce and logistical cooperation.
