President Barzani's Statement on the Recent Events in the Kurdistan Region KRP.org | 17/10/2017

Salahadin, Kurdistan Region of Iraq, (Krp.org)- President Masoud Barzani issued a statement today regarding the recent events in the Kurdistan Region which commenced with the attack on the city of Kirkuk in the hands of the Iraqi Popular Mobilization Forces.

The statement begins by referring to the fact that the people of Kurdistan have throughout history been oppressed and have lived with injustice. This injustice and this oppression have stemmed, the President says from the Kurds' defense of their identity. They have been, he adds, subjected to genocide and mass murder, the most recent of such atrocities was in the hands of the terrorists of the Islamic State. The statement reminds the people of Kurdistan, Iraq and the world that in spite of these atrocities, the people of Kurdistan have always been against waging wars and have worked in pursuit of peace.

In reference to the recent events in Kirkuk, the President states that some people from a certain political party had unilaterally paved the way for such attack whose result was the withdrawal of the Peshmerga forces from Kirkuk.

The statement reassures the people of Kurdistan that all of the resources of the Kurdistan Region will be allocated for the security and stability of the Kurdistan Region.

President Barzani calls upon the political entities of the Kurdistan Region to work towards unity. He also commends the endurance of the people of the Kurdistan Region. He also calls upon all of the media outlets of the Kurdistan Region to work responsibly during these arduous times facing the people of the Kurdistan Region.

The President concludes the statement by saying that those who paid the ultimate sacrifice for Kurdistan have not been lost in vain, and the same shall be true for those who voted for an independent Kurdistan.

Peshmerga-Iraqi army lines stand as agreed in Mosul offensive: Ministry By Rudaw 11 minutes ago

ERBIL, Kurdistan Region – The borders between the Peshmerga and Iraqi forces will be as they were the day before the Mosul operation began, the Peshmerga ministry said in a statement.

“According to an agreement signed for the Mosul liberation operation between the Kurdistan Region and the Iraqi federal government under the monitoring of the Coalition, it had been decided that the borderlines between the Peshmerga and the Iraqi army remain as they were on the day before the Mosul liberation operation started,” read the statement from Peshmerga Ministry spokesperson Halgurd Hikmat.

“Now both sides will be committed to the agreement and in the coming days, the borderlines will be reorganized as per the agreement,” said Hikmat.

The Mosul operation was launched one year ago, October 17, 2016. In a historic move, Kurdish and Iraqi forces fought side-by-side to liberate the Iraqi city from ISIS.

“We have a deal with America, between the Pentagon and the Peshmerga ministry – and with the Iraqi government – that the defense lines before the Mosul operation are non-negotiable,” Barzani declared on November 16 [skrivefeil antar jeg, skal nok være 16. oktober] in the recently liberated town of Bashiqa.

He warned that, even though ISIS was nearing defeat in Iraq, Kurdistan cannot become complacent.

“We don't know what will come to us after ISIS. We cannot say ISIS is gone and let’s relax now. This kind of challenge and threat will always be there. Therefore we should do for the Peshmerga several times more than what we ever did in the past – better organize ourselves, upgrade our weapons, improve our training and be ready for any threat.”

Over the past two days, Peshmerga forces have withdrawn from a number of disputed areas including Kirkuk, Shingal, Gwer, Makhmour, Khanaqin, and Snune.

These areas are now in the control of Iraqi armed forces and Iranian-backed Shiite Hashd al-Shaabi.

Kurdistan Region President Masoud Barzani confirmed that the pre-Mosul borders have become “the basis of understanding for the mechanism of deploying Iraqi and Kurdistan Region forces,” he said in a statement on Tuesday evening.

Peshmerga took control of Kirkuk city in June 2014, after the Iraqi forces withdrew in the face of ISIS advances.

Shingal, Gwer, Makhmour, and Snune all came under Kurdish control during the war against ISIS before the Mosul offensive.

Khanaqin has been under Peshmerga control since 2003.

Russia's Rosneft Expands in Kurdistan With Five Oil Projects

Rosneft PJSC signed a deal with Iraq’s semi-autonomous Kurdistan to develop five oil blocks, cementing ties with the region even as tensions over sovereignty flare into armed clashes between Kurdish forces and Iraqi government troops.

Russia’s biggest crude producer signed “documents required to put in force” production-sharing agreements with the Kurdistan Regional Government, giving Rosneft 80 percent of the projects, the company said in a statement on Wednesday. Rosneft may pay a fee of as much as $400 million, half of which could be repaid in oil pumped from the deposits, it said.

The blocks may have some 670 million barrels of recoverable oil reserves according to conservative estimates, with full-field production possible from 2021 if exploration works are successful, Rosneft said. Exploration and “pilot” production is seen as early as next year.

“The new agreements will allow us to talk about full-fledged entry of the company in one of the most promising regions,” Rosneft said. The terms of the agreements are similar to what the KRG has with other international companies, it said.

The KRG, emboldened by the success of nascent crude exports, held a referendum on Sept. 25 which overwhelmingly favored independence from Baghdad. The non-binding vote included the oil-rich Kirkuk province, despite competing claims to the ethnically mixed area which lies outside the KRG-ruled Kurdish region. Tensions over Kirkuk turned into open conflict this week.

Rosneft agreed in February to pre-purchase crude from the Kurds for two years, becoming the first oil major to buy directly from the KRG. A week before the independence vote, the Kremlin-backed company announced talks on funding a natural-gas pipeline to Europe from Kurdistan with a possible deal seen by the end of this year.

Russia has said it has refrained from any involvement in the power struggle between Baghdad and the KRG. “We are not trying to provoke anything,” President Vladimir Putin said earlier this month. “We are not interfering.”

Blir f.eks KRG splittet i en KDP-del og en PUK-del, jfr den spesielle avtalen som sirkulerer på visse medier.

Hvor mye olje mister KRG kontrollen over når de omdiskuterte oljefeltene går over til sine gamle eiere.

Blir det en ny deal om fordeling av Kirkuk-produksjonen melleom Bagdad og KRG? (Betaling for rørtransport over KRG-land)

Det ble ikke krig, som forventet. Grunnen er selvfølgelig at USA har valgt å holde på sin feilslåtte strategi om å holde Irak samlet ennå en stund. Derfor ble det inngått en deal med USA som "broker". Dealen gikk da mest sannsynlig ut på at Irak ved Abadi skulle få Kirkuk slik at Abadi kunne vise styrke før valget neste år. Håpet er da selvfølgelig at han skal kunne overvinne Maliki-fraksjonen i valget og dermed få nok makt til å fasilitere et Irak både kurderne og sunniene kan leve med.
I dealen inngikk sannsynligvis også en avtale for deling av verdiene fra Kirkuk og en forpliktelse fra kurderne til å støtte Abadi ved neste valg.
Hvis Abadi taper faller selvfølgelig strategien i fisk og posisjoneringen starter på nytt.

USA's rolle i regionen har også de siste 5-6 årene vært preget av det faktum at USA har trodd de ville bli energiuavhengige i nær fremtid. Dette har betydd at de ikke har sett det nødvendig å ofre for mye i Midtøsten de siste årene. Det har videre betydd at de har latt Russland og Iran trenge seg inn i områder de ikke overhodet ville akseptert for 10 år siden.

Nå ser det derimot ut som drømmen om energiuavhengighet renner ut i sanden, det butter ordentlig innen shale. På et eller annet tidspunkt vil den erkjennelsen føre til at USA i egeninteresse vil finne det tvingende nødvendig å gjenerobre sin posisjon i Midtøsten for å sikre sin energitilgang. Det vil bringe dem direkte i konflikt med Iran og deres proxy's, hva Russland angår vil det bli konflikt via proxy.

Det er mange hender igjen å spille i Midtøsten i årene som kommer, kurdernes krav hva Kirkuk angår i fremtiden tror jeg avhenger av valget i Irak neste år. Velges en fra Maliki-fraksjonen er Irak en proxy for Iran og dermed USA's fiende. Russlands satsing i Kurdistan betyr i realiteten at både USA og Russland har satt foten ned ovenfor Irak og Iran, så langt men ikke lenger..

20 October 2017 Gulf Keystone Petroleum Ltd. Operations Update

Gulf Keystone confirms that its operations in Kurdistan continue safely and securely with the Company achieving average production of 34,525 bopd from Shaikan since the beginning of October 2017.

Shaikan is performing as expected with cumulative production from the field now at 42.4 million barrels, an average of 35,966 bopd in 2017. The Company is on track to meet gross production guidance of 32,000-38,000 bopd for the year.

In line with the Ministry of Natural Resource's crude export strategy, Shaikan crude production is still being exported via trucks to Turkey. Trucking operations continue uninterrupted with approximately 200 trucks loaded daily.

Following the recent payment for the October 2017 Reinstated Notes coupon of $5 million, the Company's current cash position is $147.2 million.

Gulf Keystone will keep the market appraised of any changes to its normal operations.

Commenting on today's announcement, CEO, Jón Ferrier, said:

Den Putin den Putin!! Man kan si mye om den mannen, men han er dyktig når det gjelder å manøvrere.

Russland så det som hensiktsmessig å akkomodere Kurdistan i større grad enn andre stormakter og belønnes som en konsekvens med lukerative avtaler. På sikt vil dette gi Russland leverage både i Irak og mot Iran og Tyrkia. Det er i realiteten ikke lenger Erdogan som sitter med stoppekrana, det er Putin. Gitt Russlands forhold til Iran og Kurdistan må man regne med at neste trekk er en rørledning fra Kurdistan gjennom Iran. Dette har selvfølgelig potensiale til å marginalisere Tyrkias betydning i energimarkedet slik at Russland får leverage over NATO-landet Tyrkia som tilfeldigvis ligger nær Krim! Potensiale for store splittelser innen NATO her da Tyrkias økonomiske interesser på sikt vil tvinge dem til å søke mer mot Russland.

Som en ytterligere bonus gir dette økt russisk innflytelse over Europa via energikortet, noe som vil føre til at Europa må være mer ettergivende ovenfor Russland i fremtiden.

Spørsmålet som må stilles er selvfølgelig dette: Hva i all verden er det USA holder på med, sover de i timen eller skjønner de ikke hva som skjer? Russland er i ferd med å etablere kilen de trenger for å separere USA fra sine allierte både i Midtøsten og i Europa. Enhver stormakt som mister sine allianser står for fall, sånn har det alltid vært og sånn vil det forbli.

Et lite innspill her. USA inngikk nylig avtaler om transitt av LNG gass fra terminaler i Bulgaria via Hellas til Europa. Deres plan er å erstatte russisk gass i Europa med shale LNG. I hvilken grad det er realistisk er usikkert. Høres dyrt ut!

DOHA, Qatar – US Secretary of State Rex Tillerson says that the recent movement of Iraqi forces into areas in northern Iraq was aimed at bringing Iraqi control to areas it held before the ISIS war and that Washington has urged the Iraqis and Peshmerga to avoid confrontation, adding that many Kurdish rights and expectations have not been met by Baghdad and that Prime Minister Abadi has promised to commit to the constitution.

"So a lot of this movement that you’re watching and reporting on is really the Peshmerga forces repositioning to locations that they were prior to that fighting and Iraqi forces needing to relocate to locations prior to the fighting as well, and respect what have been the agreed-upon boundaries between the autonomous Kurdistan region and the rest of Iraq." Tillerson said in Doha.

"So we have encouraged that the parties do that, that they re-establish themselves in accordance with those previously agreed boundaries. And then we have encouraged the parties strongly to engage in Baghdad to fully implement the Iraqi constitution." Tillerson added. "The Kurdish people have a number of unfulfilled expectations, rights that were promised them under the constitution that were never delivered upon, and so there are a number of actions that need to be taken by the parties to fulfill the Iraqi constitution itself."

"So we hope that the parties will find themselves in a position of restraint."

Speaking in Doha with his Qatari counterpart, Tillerson said that areas came the under the control of different forces during the ISIS war that have to be realigned now.

"Our view is that there was a lot of movement of forces, whether they be Peshmerga forces or movement of Iraqi coalition forces, during the war to defeat ISIS, and this was all very well coordinated under the prime minister – Prime Minister Abadi’s leadership, also working with coalition forces as well to defeat Daesh. I think there was always a general understanding though that once the war to defeat Daesh was completed and areas were liberated and they were secure, that everyone would return to their positions where they were located prior to the emergence of Daesh in 2014."

According to the US Secretary of State Iraq's PM Abadi has promised to meet his obligations and commit to the constitution.

He said: "Prime Minister Abadi has, I think, made it clear his commitment to follow through on those constitutional obligations, and we hope the Kurds will engage with Baghdad in a very productive way to see that the constitution is fully implemented. I think many of the Kurds’ concerns will be addressed through that process. So we encourage the parties to not escalate the situation, not lead to conflict, and stay coordinated, and not forget that the war to defeat Daesh is not yet over and that remains the greatest threat to Iraq."
