PM Abadi: Baghdad, Kurds reach agreement to reactivate Article 140, hold census
By Rudaw 10 minutes ago

ERBIL, Kurdistan Region - The visiting Kurdish delegation during their meeting with the prime minister of Iraq on Wednesday night discussed possible ways of removing the stumbling block before the reactivation of the controversial 140 Article and laying the groundwork to hold a census in the city of Kirkuk.

According to a readout of the meeting published by Haider al-Abadi's office, an agreement has been reached between Abadi and the Kurdish delegation to reactivate the 140 Article and hold a general census across the province once [ISIS] militants have been driven out of some key areas the group still holds, including Hawija, Rashad and Riyaz.

Article 140 of the Iraqi constitution calls for normalization of areas it refers to as disputed, to be followed by a referendum on whether or not those regions want to be part of the Kurdistan Region.

According to the constitution, the article should have been implemented by the end of 2007, and so far no referendum has been conducted on this issue.

This statement comes as the high-ranking Kurdish delegation comprised of the ruling Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) are meeting with authorities in Baghdad including leaders from the major Iraqi political parties. Forts.

GULF KEYSTONE:FULLFINANSIERT FOR PRODUKSJONSØKNINGER
08:51

Russian Rosneft to receive its first Kurdish oil this week, official
By Rudaw yesterday at 01:05

ERBIL, Kurdistan Region - The cash-stripped Kurdistan Regional Government (KRG) is expected to receive around $1 billion in advance from Russia's oil giant Rosneft this week for the first oil cargo of 600,000 barrels, a Rosneft representative has told Russian news agency TASS Wednesday.

The KRG negotiated the deal with Rosneft in February to secure $3 billion in loans that would be repaid with future oil sales, according to the Kurdish Minister of Natural Resources, Ashti Hawrami.

The Russian state-run firm plans to buy the Kurdish crude until 2019, Rosneft has said without specifying how much oil it will purchase.

"We are delighted to be embarking on new activity together in the Kurdistan Region and look forward to developing new markets worldwide for Kurdish crude oil," Rosneft Chief executive officer Igor Sechin said in a statement last month after signing the pre-financed Crude Oil Purchase and Sale Contract.

"The off-take and supply of Kurdish crude oil into Rosneft's expanding worldwide refining system will further contribute to the increase in its effectiveness" he added.

The Kurdistan Region is currently exporting around 650,000 barrels of oil per day and is expected to increase its export mainly to the Turkish Ceyhan port by pipeline.

Under the deal, Rosneft will receive its first cargo of crude at Trieste, Italy which will then be transported to its refineries in Germany for processes.

Omtrent samme produksjon og like mange dager i måneden.

Det bør gi gjenlyd i kassen! Takk for info, forresten.

Kurdistan and Turkey planned for oil pipeline maintenance 3 months ago, official
By Rudaw yesterday at 10:56

An employee works at an oil facility in the Kurdistan Region. Photo: Rudaw file

ERBIL, Kurdistan Region - Turkey had informed Kurdistan Region that it was going to conduct a planned maintenance on the pipeline that carries the Kurdish oil exports to Turkey's Ceyhan port, a source from the Kurdistan's Ministry of Natural Resources (MNR) told Rudaw, denying what the source called speculations that the oil halt is for political reasons.

The source said that the routine maintenance was planned three months ago, and originally was due in March, but the MNR and the state-owned Turkish company, Botas, that operates the Ceyhan pipeline agreed to "delay" the maintenance to April 10.

Oil exports may resume as early as Wednesday as the maintenance is expected to last 2-3 days, the source added.

"At same time, NOC [is] taking the opportunity to repair a technical problem [with the] Kirkuk [pipeline], and so minimize overall disruption to flows," the MNR stated on Monday night.

There were news reports in the local media that suggested the halt on the oil export is due to the controversial raising of the Kurdistan flag over the state building in Kirkuk last month.

Turkish President Recep Tayyip Erdogan had warned last Tuesday that Kirkuk is not Kurdish alone, but also Turkmen and Arab, and that if the Kurdistan flag is not taken down in the city, a price will be paid.

The source denied the reports calling them misleading speculations.

Oil exports from the region to Turkey's Ceyhan port stopped on Monday, an official told Rudaw, revealing that Turkish authorities informed the Kurdish authorities about it.

"The export of oil from Kirkuk and the Kurdistan Region has been halted upon a request from the Turkish side due to maintenance in the pumps, lasting three days," Farhad Hamza, an engineer of the state-run Iraqi North Oil Company told Rudaw on Monday.

Hamza said "the reason is a technical issue on the Turkish side. Turkish authorities have informed us of the halt until the problem is resolved."

Hamza added the stoppage of the flow of oil into Turkey will damage both Turkey and Kurdistan, even Iraq.

He said the damage to the Kurdistan Region amounts to $23 million per day.

Between 550,000 to 600,000 barrels of oil are exported through the Kurdistan Region-Ceyhan port in Turkey daily.

Exports of oil from Kurdistan resume through Kirkuk-Ceyhan pipeline
By Rudaw 12 minutes ago

Oil resumes flowing from the Kurdistan Region to its destination at the Ceyhan port in Turkey. Photo: Rudaw file

ERBIL, Kurdistan Region - The Kurdistan Region's exportation of oil through the Kirkuk-Ceyhan pipeline resumed on Tuesday evening after a halt due to scheduled maintenance on Monday.

Dilshad Shaaban, the deputy head of natural resources committee in Kurdistan's parliament, told Rudaw, exports of Kurdish oil resumed at 9 p.m. on to the Ceyhan port in Turkey.

He also said it is expected exports will this evening reach their normal rate which is 600,000 barrels of oil.

The Turkish Botas company has quickly repaired the pipeline inside Turkey, he added.

A source from the Kurdistan's Ministry of Natural Resources (MNR) told Rudaw that the routine maintenance was planned three months ago, and originally was due in March, but the MNR and the state-owned Turkish company, Botas, that operates the Ceyhan pipeline agreed to "delay" the maintenance to April 10 (Monday).

An engineer at the state-run Iraqi North Oil Company told Rudaw on Monday that the damage to the Kurdistan Region amounts to $23 million per day.

The Kurdistan Region began exporting oil to Ceyhan in May of 2014 after Baghdad, under then Prime Minister Nouri al-Maliki, froze payments to Erbil from the national budget as pressure and punishment for trying to go ahead with the oil sales.

Baghdad restores part of Kurdistan's health budget
By Rudaw 9 hours ago

Faris Brifkani, deputy head of the parliament's health committee

The Iraqi parliament will restore the Kurdish share of the health department's medication and equipment budget, announced the deputy head of the parliament's health committee.

"The Iraqi prime minister has decided to return the 17 percent share of the medication budget to the Region with the possibility of raising the share," Faris Brifkani said in a press conference.

The Iraqi Ministry of Health's medication and equipment budget is approximately 541 billion Iraqi dinar, making the Kurdistan Region share 92 billion Iraqi dinar ($78.5 million), Brifkani detailed, adding that they have requested to raise the budget to 1.33 trillion Iraqi dinar. This would give the Kurdistan Region 226 billion Iraqi dinar.

"If the budget proposal is accepted, then the Kurdistan Region, currently hosting over a million IDPs and refugees, can easily provide for its medication needs," said Brifkani.

The Region's share of the current budget can only cover a quarter of the Region's needs, according to Brifkani.

The Kurdistan Region would like to spend $24 million to buy equipment for Gamma Knife radiosurgery, used for treating brain cancer, Brifkani detailed.
